Before being fully implemented, the European External Action Service (EEAS) needs to overcome another obstacle, indeed the service must fit into budgeting rules. MEPs from the Budgets and Budgetary Control committees on Tuesday 28 September required financial and staff regulations for the EEAS. Transparency as well as accountability for heads of delegations needs to be ensured. MEPs insisted that heads of delegations "must complete specific training courses on the tasks and responsibilities of authorising officers and the implementation of the budget". Furthermore, they must prevent "any conflict of priorities which is likely to have an impact on the implementation of the financial management tasks sub-delegated to them". According to the official stand, The EEAS is still expected to start work on 1 December.
