EEPA released a new briefing paper on the EU External Action Service. This service will support the High Representative Lady Ashton in her function as High Representative of the EU in Foreign Policy and Security Policy.
The paper argues that, while lady Ashton combines this function together with the function of Vice-President of the European Commission -- and hence is called 'double-hatted', this does not mean that officials that support her for the different hats should be 'double-hatted'.
Compliance with the Lisbon Treaty is required and any proposals should be judged on whether or not the spirit and intention of the Lisbon Treaty is respected.
