Lawyers identify Ashton proposal not in line with Lisbon Treaty

Lawyers have identified key areas of contradiction between the Ashton proposal and the Lisbon Treaty. The lawyers state that the EEAS has not remit over development cooperation. It also states clearly that the Commission has full responsibility over the programming and implementation of EU development cooperation. Finally the lawyers set out that poverty eradication is binding on EU policy.
