EEAS structure now going in the right direction - quadrilogue reached political agreement

HR/VP Ashton reached agreement with the European Parliament over the European External Action Service, with the following specifics:

• the Commission will handle the budget (language throughout brings it closer to the treaty, reinforces the Commission’s power over the operational budget)
• the Development Commissioner  is responsible for the whole programming cycle DCI and EDF, and the Commissioner for neighbourhood for the ENPI
• Baroness Ashton will ensure coherence and consistency with a strengthening of the political foreign policy and diplomacy approach
