After months of heated negotiations and just ahead of the MDG summit, taking place from September 20-22 in New York, the UN finally published an outcome document, outlining how to achieve the Millennium Development Goals by 2015. Shortly after the publication of the text, titled "Keeping the Promise - United to Achieve the Millenium Development Goals", non-governmental organisations (NGOs) expressed their disappointment in regard to the document's content and coherence. In general, it has been stressed, that the text is lacking any new commitments and falls short on the shortcomings of the already established action plan. Instead, the document repeatedly emphasises promises and actions that have been already stated in previous commitment documents.
