Situation in Haiti
- The commune of Kenscoff has been experiencing severe gang violence since the start of the week, with armed individuals attacking the locality of Gèlin, setting fire to at least fourteen houses, and forcing many farming families to flee, abandoning their crops and livestock.
- Clashes between the Haitian National Police (PNH) and gang members from the coalition “Viv Ansanm” took place in the locality of “Montagne de la Grâce” in Mirbalais on 2 September. The bandits remain in control of the area.
- A woman was killed and nine others injured, including three police officers, during armed clashes between local bandits and the PNH in Délugé, Montrouis, on the night of 29 to 30 August, with one PNH vehicle set on fire.
- The confrontation began when officers attempted to stop a suspicious vehicle, leading to an exchange of gunfire that lasted over an hour. Local leaders are calling for increased police resources in the region with the arrival of armed men from Port-au-Prince reinforcing local gangs.
- The PNH and the Multinational Security Support Mission (MSS) carried out a successful operation in Kenscoff in the night of 24-25 August responding to the takeover of the Teleco site by gang members of the “Viv Ansanm” coalition. Several gang members were killed, while weapons and ammunition were seized.
- The commune of Gros-Morne was targeted by gangs on 24 August, 2025, resulting in at least six deaths and one abduction. The violence erupted around 2 p.m. in the downtown area, with gang members attacking multiple streets.
- There have been reports of several gang leaders meeting together with frustrations among Haitians of the lack of intervention from the authorities.
- Over 35,000 Haitians were repatriated from the Dominican Republic in August, the highest number since the start of the year.
- The PNH has warned former residents of neighborhoods occupied by the criminal coalition “Viv Ansanm” not to return there, stressing that these bandits seek to use them as human shields.
- Eight people were released on 29 August following a kidnapping at the Sainte Hélène orphanage in Kenscoff.
- 26 new sites for IDPs were established between June and July 2025, increasing the total number of sites in Haiti to 272. The increase was especially prominent in the Centre department where the number of IDPs increased by 29%.
- Overall in Haiti there was a decrease in the number of IDPs by over 2% with the closure of three big IDP sites in the capital following a relocation programme.
- Two alleged members of the 400 Mawozo gang were arrested in the Dominican Republic on 30 August and handed over to the PNH, together with two vehicles that were reportedly stolen in Haiti.
- Haitian security forces have killed at least 300 armed gang members and seriously wounded over 400 with kamikaze drones since the start of the year.
Situation on the Transitional Presidential Council (CPT)
- The Transitional Presidential Council is facing criticism for its intention to change Haiti’s Constitution, with the Port-au-Prince Bar Association declaring that such an attempt would violate their oath to uphold the 1987 Constitution and could be classified as high treason.
- The final version of the proposed Constitution modifies certain articles related to executive power, including the stipulation that executive power is exercised by the President and Vice President elected simultaneously by direct universal suffrage.
- The Bar association stressed the lack of transparency and citizen participation. For legal experts, only an elected constituent assembly can be empowered to draft a new text to avoid opening the way to illegitimacy and, consequently, instability.
- The draft document outlines the President’s extensive powers, including being the head of state and government, responsible for national defense, and the appointment of key officials.
Situation on the Multinational Security Support (MSS) mission
- The administration of U.S. President Donald Trump is considering selecting another country to lead the Multinational Security Support Mission (MSS) in Haiti whilst doubling the size of foreign forces in Haiti.
- Trump’s administration is also preparing a draft resolution for the UN Security Council to equip Haiti with necessary resources to combat gangs.
- One Kenyan officer was killed in a car accident in Pétillon-Ville on 31 August while eight others were injured.
International situation
- Albert Ramdin, the new secretary-general of the Organization of American States (OAS), unveiled a $2.6 billion roadmap for Haiti, focusing on five pillars: peace and security, political framework, electoral support, humanitarian assistance, and economic development.
- The roadmap aims for coordinated efforts among the OAS, the UN, and the Caribbean Community. The largest portion of the money would be going to maritime security, weapons seizures and judicial reform.
